A 3D scan produces a dense triangle mesh. It records every surface deviation, every scan artifact, every stray point. But it cannot tell you which holes are M6 bolt holes, which surfaces are sealing faces, or which edges carry a 2mm fillet. Raw geometry without design intent is not manufacturable.
